The first fire department in Steubenville was simply a bucket brigade, and fires were combatted by means of men forming in lines from the river to the scene of the fire and passing buckets down the line. In 1818, the first small hand engine was purchased. Firefighting equipment and engines were purchased and upgraded until, in 1922, the last horse was taken out of service. The first firehouse was a one-story frame building located on N. 3rd Street. The Pleasant Heights firehouse was built in 1922.
